US Mediates Ukraine Negotiations in Abu Dhabi as White House Pushes for Conflict Resolution
High-level talks including US, Russian, and Ukrainian delegates commenced in Abu Dhabi this week, marking the most recent step in efforts to broker a resolution to conclude the protracted conflict in Ukraine.
High-Level Representatives and Opening Talks
American military official the US representative reportedly held talks with a Russian team on Monday night, with dialog continuing into Tuesday.
“Negotiations are advancing smoothly with continued optimism. Secretary Driscoll is closely synchronised with the White House ... as these talks progress,” his spokesperson stated.
The Ukrainian top intelligence official, the head of military intelligence, was also expected to participate in the proceedings, though it remained unclear whether face-to-face talks with Moscow’s representatives would happen or if separate bilateral meetings would be conducted.
Identity of the Russian team was uncertain. “We cannot provide details. Our position is to monitor press coverage,” a Kremlin spokesperson informed state media.
Background and Revised Proposal
The current talks come after prior discussions in Switzerland where American and Kyiv officials revised a draft American plan for ending the war.
Russia has not yet accepted the most recent version of the plan and is unlikely to accept many of the Kyiv revisions.
Russia’s foreign minister, the Russian diplomat, emphasized that any modified peace plan must adhere to the “essence and wording” of what was covered during earlier high-level meetings between both countries.
Global Responses and Concerns
European officials are apparently struggling to stay engaged in the negotiations as American officials assume control.
Finland’s leader, a European figure, who has emerged as a primary interlocutor between Washington and EU leaders, commented that the immediate future would be critical in attempts to reach a peace settlement.
He reportedly spoke with the Ukrainian president and the alliance officials, stating that “The future of Ukraine is for Ukraine to decide, and while European security matters are for Europe to resolve.”
Meanwhile, the French leader, the French official, cautioned against a settlement that would represent a “surrender” for Ukraine.
“Terms presented suggest what Russia could agree to. Does that mean that it is what must be accepted by the Ukrainians and the Europeans? Certainly not,” he declared.
Specifics of the Original American Proposal
The US proposal was reportedly composed of multiple articles and was based on discussions between US and Russian officials, with input from Kyiv security officials.
Major elements of the proposal reportedly included:
- The nation surrendering territory currently held by Russia
- Additional zones that would be required to be voluntarily given up
- Limits on the size of the Ukrainian army
- Amnesty for all parties in the conflict regarding violations
Latest Developments and Continuing Difficulties
The US official reportedly traveled to the Ukrainian capital to brief the Ukrainian president on the proposal and press rapid approval.
This demand, coupled with the disclosure of the proposal, reportedly took by surprise Ukrainian and European authorities.
The Ukrainian president stated that the country was facing one of the most difficult moments in its existence and was being compelled to choose between “forfeiting self-respect or abandoning a crucial supporter.”
Later, Driscoll briefed Nato representatives on the proposal in the capital, with one participant labeling it as “an extremely difficult session” and stating that EU officials were shocked by both the substance and manner of the delivery.
The US administration later moderated its stance, stating that the 28-point plan was an “opening point for discussion” rather than a final demand.
Security Situation During Negotiations
While diplomatic talks proceed, Moscow has maintained its nightly attacks on Ukrainian cities.
Moscow’s forces allegedly launched numerous of projectiles and hundreds of drones at objectives in and around Kyiv, according to Kyiv reports.
Zelenskyy emphasized that Moscow must not believe it could prevail in the conflict while negotiations were ongoing.
“Crucially, all allies must advance toward diplomacy collectively, with unified action. Measures against Russia need to produce tangible effects,” he stated.
Kyiv’s leader confirmed that multiple people had been fatally injured in the recent assault on the city.
